Torino e Sestriere hanno ospitato dal 27 al 30 marzo 2006 il XII Congresso Internazionale della Viabilità Invernale di PIARC Associazione mondiale della strada. L’evento, svoltosi nel Centro Congressi Lingotto di Torino, è stato organizzato grazie alla collaborazione dell’allora AIPCR, del Ministero delle infrastrutture e dei trasporti, di Anas S.p.A., di AISCAT, della Regione Piemonte, della Provincia di Torino e della città di Torino e del Comune di Sestriere.

Il Comitato Organizzativo Italiano di Torino – Sestriere 2006 era composto da rappresentati di tutti gli enti organizzatori e presieduto da Maria Pia Cerciello. Tra le altre personalità di rilievo, hanno preso parte a questo Congresso internazionale il ministro delle infrastrutture e dei trasporti Pietro Lunardi, la presidente della Regione Piemonte Mercedes Bresso e il presidente di PIARC mondiale Colin Jordan.

Il tema del XII Congresso Internazionale della Viabilità Invernale era Keeping road users on the move in winter. I sei temi del Congresso, sui quali vertevano i 120 paper tecnici presentati durante l’evento, erano i seguenti:

• Tema 1 Strategie, livelli di servizio e standard
• Tema 2 Prestazioni e finanziamento
• Tema 3 Sicurezza e mobilità in inverno, aspetti sociali
• Tema 4 Ambiente
• Tema 5 Sistemi di gestione della manutenzione invernale
• Tema 6 Tecnologia di rimozione della neve e del ghiaccio

Come di consueto, l’ampissimo programma delle quattro giornate congressuali ha visto in apertura la Sessione ministeriale, a cui hanno fatto seguito le varie sessioni tecniche, poster session e visite tecniche. L’esposizione internazionale era allestita sia all’interno del Centro Congressi, che all’esterno, a Sestriere, dove si sono tenute le sessioni dimostrative dei più recenti macchinari per la rimozione della neve, per lo sbrinamento e per la manutenzione invernale delle strade.

Già nel 2006 il tema della sicurezza era oggetto di grande interesse ed attenzione da parte dei Governi e delle Amministrazioni stradali di tutti i Paesi membri di PIARC, in particolare quando si tratta di dover assicurare la continuità della mobilità sulle strade ed autostrade durante il periodo invernale.

Di seguito, sotto ciascuna versione inglese e francese, è disponibile tutto il materiale tecnico presentato, trattato e discusso durante il XII Congresso Internazionale della Viabilità Invernale di Torino – Sestriere 2006.

From March 27 to 30, 2006, Turin and Sestriere hosted the XII International Winter Road Congress of PIARC World Road Association. The event, held in the Lingotto Conference Center in Turin, was organized thanks to the collaboration of the then AIPCS, the Italian Ministry of Infrastructure and Transport, Anas S.p.A., AISCAT, the Piedmont Region, the Province of Turin and the city of Turin and the Municipality of Sestriere.

The Italian Organizing Committee of Torino – Sestriere 2006 was made up of representatives from all the organizing bodies and was chaired by Maria Pia Cerciello. Among other important personalities, the Minister of Infrastructure and Transport Pietro Lunardi, the President of the Piedmont Region Mercedes Bresso and the President of PIARC  Colin Jordan took part in this International Congress.

The theme of the XII International Winter Road Congress was Keeping road users on the move in winter. The six themes of the Congress, on which the 120 technical papers presented during the event focused, were as follows:

• Theme 1 Strategies, levels of service and standards
• Theme 2 Performance and financing
• Theme 3 Safety and mobility in winter, social aspects
• Theme 4 Environment
• Theme 5 Winter maintenance management systems
• Theme 6 Snow and ice removal technology

As usual, the very full program of the four-day conference opened with the Ministerial Session, followed by the various technical sessions, poster sessions and technical visits. The international exhibition was set up both inside the Conference Center and outside, in Sestriere, where demonstration sessions were held on the latest machinery for snow removal, de-icing and winter road maintenance.

Already in 2006, the topic of safety was the object of great interest and attention on the part of the governments and road administrations of all PIARC member countries, particularly when it comes to ensuring the continuity of mobility on roads and highways during the winter period.

Du 27 au 30 mars 2006, Turin et Sestrières ont accueilli le XII Congrès international de la viabilité hivernale de AIPCR (Association mondiale de la route). L’événement, qui s’est tenu au Centre de conférences Lingotto de Turin, a été organisé grâce à la collaboration de l’AIPCR, du Ministère italien des Infrastructures et des Transports, de l’Anas S.p.A., de l’AISCAT, de la Région du Piémont, de la Administration Provinciale et de la Municipalité de Turin, ainsi que de la Municipalité de Sestrières.

Le Comité d’organisation italien de Turin – Sestrières 2006 était composé de représentants de tous les organismes organisateurs et présidé par Maria Pia Cerciello. Parmi les autres personnalités importantes, le Ministre des Infrastructures et des Transports Monsieur Pietro Lunardi, la Présidente de la région du Piémont Madame Mercedes Bresso et le Président de PIARC Monsieur Colin Jordan ont participé à ce congrès international.

Le XII Congrès international de la viabilité hivernale avait pour thème «Maintenir la mobilité des usagers de la route en hiver». Les six thèmes du Congrès, sur lesquels ont porté les 120 communications techniques présentées au cours de l’événement, étaient les suivants :

• Thème 1 Stratégies, niveaux de service et normes
• Thème 2 Performance et financement
• Thème 3 Sécurité et mobilité en hiver, aspects sociaux
• Thème 4 Environnement
• Thème 5 Systèmes de gestion de la viabilité hivernale
• Thème 6 Technologie de déneigement et de dégivrage

Comme d’habitude, le programme de la conférence de quatre jours s’est ouvert par la Session Ministérielle, suivie des différentes sessions techniques, des sessions d’affiches et des visites techniques. L’exposition internationale a été installée à la fois à l’intérieur du Centre de Conférence et à l’extérieur, à Sestrières, où des sessions de démonstration ont été organisées sur les dernières machines de déneigement, de dégivrage et d’entretien hivernal des routes.

Dès 2006, le thème de la sécurité routière a fait l’objet d’un grand intérêt et d’une grande attention de la part des gouvernements et des administrations routières de tous les pays membres de l’AIPCR, notamment lorsqu’il s’agit d’assurer la continuité de la mobilité sur les routes et les autoroutes pendant la période hivernale.
